This document provides the report for the EOSC Coordination Day that was held in Budapest form 28 to 29 November 2019. Thirty EOSC-related projects come together for two days of discussions on how best they can collaborate in order to ensure a smooth implementation of key aspects of the EOSC. Organised by the EOSCsecretariat.eu project, the meeting saw agreement on a number of actions to bring projects closer together and foster the inclusive and collaborative nature of the EOSC. Open Science e finanziamenti europei: come ottemperare agli obblighi nei progetti H2020 e in Horizon Europe

Da tempo la Commissione Europea ha abbracciato l'Open Science e la sua visione partecipativa e collaborativa del lavoro scientifico. Tutti i beneficiari di fondi europei per la ricerca sono tenuti a rispettare le richieste in fatto di Open Access alle pubblicazioni, ai dati o ad altri prodotti del lavoro di ricerca. In concreto rendere disponibili i prodotti della ricerca significa fare scelte ponderate, saper distinguere le alternative disponibili e gli strumenti da usare. Nonché conoscere le motivazioni che guidano la scelta di un modello aperto e trasparente di comunicazione scientifica tra pari. Il National Open Access Desk di OpenAIRE per l'Italia ha organizzato, in collaborazione con il Competence Center di ICDI, un corso indirizzato ai coordinatori di progetti H2020 e Horizon Europe, in cui sono state approfondite tutte le principali questioni su Open Science e Open Access legate ai finanziamenti europei. Il corso è stato articolato in un ciclo di 4 webinar, svolti a febbraio 2021. In ciascuna lezione stato previsto uno spazio per la discussione e per rispondere alle domande dei partecipanti. Piano Nazionale della Scienza Aperta: ruolo ed azioni prioritarie

La Scienza Aperta definisce la nuova normalità nella collaborazione e comunicazione scientifica. Questa si basa sulla condivisione dei prodotti della ricerca e sulla rimozione delle barriere alla loro diffusione, verifica e riproduzione, alla attribuzione dei meriti effettivi ed al controllo di qualità e di efficacia degli investimenti in ricerca. Il Piano Nazionale per la Scienza Aperta (PNSA) del 2022 imposta gli obiettivi per implementare uno scenario in cui la nuova normalità si possa affermare in linea con gli sviluppi della scienza aperta a livello europeo e dello European Open Science Cloud (EOSC). Questo documento inquadra il PNSA nell’ambito nazionale ed europeo, evidenziando gli effetti della sua implementazione nel contesto della ricerca e dell’innovazione nazionale. Esso inoltre introduce un primo insieme di azioni prioritarie per la sua attuazione identificate dal Tavolo di Lavoro istituito dalla Direzione generale dell’internazionalizzazione e della comunicazione del MUR.

Processi per individuare le attività già in essere nel Paese riconducibili agli obiettivi del PNSA 2021-2017

Questo documento è stato prodotto dai membri del Tavolo di lavoro per l’implementazione del PNSA - Piano Nazionale per Scienza Aperta 2021-2027 (DM 268/2022) in risposta al secondo punto del mandato ricevuto dal MUR, consistente nel “proporre processi per individuare le attività già in essere nel Paese riconducibili agli obiettivi del PNSA 2021-2027”. Esso contiene, dunque, una proposta di processo per individuare le suddette attività già in essere, identificando l’informazione da raccogliere e suggerendo come raccoglierla e come pubblicarla. Il risultato di tale processo è una ricognizione attenta e ragionata dello stato dell’arte della Scienza Aperta in Italia, ricognizione che rappresenta un punto di partenza concreto per incidere sulla complessità e sostenibilità dell’implementazione del PNSA, permettendo di far leva sull’esistente e di identificare i gap che devono essere colmati. In questo quadro, la ricognizione costituisce anche un necessario contributo all’implementazione del nodo EOSC nazionale e dell’accordo internazionale CoARA.

The Italian Research Conference on Digital Libraries (IRCDL) is the annual Italian forum to discuss research topics on Digital Libraries and related technical, practical, and social issues. Along the years, IRCDL touched several aspects underlying the "Digital Library" domain and promptly adapted to the evolution of the field. Today, the "Digital Library" field includes theory and practices reflecting the evolution of the role of libraries in the scholarly communication domain, and also embracing scholarly communication and open science.The theme of IRCDL 2019 was "Digital Libraries: Supporting Open Science". Three main reasons motivated this theme: (i) science is increasingly becoming digital, meaning that research is performed using data services and digital tools; (ii) the results of the research are no longer just traditional scientific publications; (iii) the outcomes of science are increasingly encompassing datasets, software, and experiments. As digital artefacts, such products can be shared and re-used together with the article, thus enabling comprehensive research assessment and various degrees of reproducibility of science. The Italian Research Conference on Digital Libraries (IRCDL) is the annual Italian forum to discuss research topics on Digital Libraries and related technical, practical, and social issues. Along the years, IRCDL touched several aspects underlying the "Digital Library" domain and promptly adapted to the evolution of the field. The Competence Centre is an initiative born within the Italian Computing and Data Infrastructure (ICDI), a forum created by representatives of major Italian Research Infrastructures and e-Infrastructures, with the aim of promoting synergies at the national level, and optimising the Italian participation to European and global challenges in this field, including the European Open Science Cloud (EOSC), the European Data Infrastructure (EDI) and HPC. This working paper depicts the mission and objectives of the ICDI Competence Centre, a network of experts with various skills and competencies that are supporting the national stakeholders on topics related to Open Science, FAIR principles application and participation to the EOSC. The different actors and roles are described in the document as well as the activities and services offered, and the added value each stakeholder can find the in Competence Centre. The tools and services provided, in particular the concept for the portal, through which the Centre will connect to the national landscape and users, are also presented. Despite the hype, the effective implementation of Open Science is hindered by several cultural and technical barriers. Researchers embraced digital science, use "digital laboratories" (e.g. research infrastructures, thematic services) to conduct their research and publish research data, but practices and tools are still far from achieving the expectations of transparency and reproducibility of Open Science. The places where science is performed and the places where science is published are still regarded as different realms. Publishing is still a post-experimental, tedious, manual process, too often limited to articles, in some contexts semantically linked to datasets, rarely to software, generally disregarding digital representations of experiments. In this work we present the OpenAIRE Research Community Dashboard (RCD), designed to overcome some of these barriers for a given research community, minimizing the technical efforts and without renouncing any of the community services or practices. The RCD flanks digital laboratories of research communities with scholarly communication tools for discovering and publishing interlinked scientific products such as literature, datasets, and software. InfraScience is a research group of the National Research Council of Italy - Institute of Information Science and Technologies (CNR - ISTI) based in Pisa, Italy. This report documents the research activity performed by this group in 2020 to highlight the major results. In particular, the InfraScience group confronted with research challenges characterising Data Infrastructures, e\-Sci\-ence, and Intelligent Systems. The group activity is pursued by closely connecting research and development and by promoting and supporting open science. In fact, the group is leading the development of two large scale infrastructures for Open Science, \ie D4Science and OpenAIRE.
